The Scientific Committee on Consumer Safety (SCCS) has issued its scientific advice on the hair dye “Basic Brown 16” with the specification (CI 12250) and CAS: 26381-41-9 after the required reviews as follows:
(1) In view of the data provided, does the SCCS consider “Basic Brown 16“safe when used as an ingredient in non-oxidative hair dye formulations at a concentration of 2%?
Response: After evaluating the data provided, the SCCS does not consider “Basic Brown 16” safe when used as an ingredient in non-oxidative hair dye formulations, as the weight of evidence indicates its mutagenic potential.
(2) Does the SCCS have further scientific concerns regarding the use of “Basic Brown 16” in cosmetic products?
