ICCR and the next meeting in 2026

The International Cooperation on Cosmetics Regulation (ICCR), Established in 2007, is a voluntary international group of cosmetics regulatory authorities from Brazil, Canada, Chinese Taipei, the European Union, Israel, Japan, Republic of Korea, and the United States.

This group of regulatory authorities meets on an annual basis to discuss common issues on cosmetics safety and regulation, as well as enter into a constructive dialogue with relevant cosmetics industry trade associations.

As stated in the founding terms of reference, ICCR provides a multilateral framework to maintain and enable the highest level of global consumer protection by working towards and promoting regulatory convergence, while minimizing barriers to international trade.

The International Cooperation on Cosmetic Regulation (ICCR) held its 19th Annual Meeting (ICCR-19) from 8 to 10 July 2025 in Ottawa, Ontario, Canada. In 2025, representatives from Cape Verde, Egypt, the People’s Republic of China, Saudi Arabia, Thailand and the United Kingdom attended the meeting as observers.

The following are some of the key topics discussed at the meeting:

1- Integrated strategies for the safety assessment of cosmetic ingredients

2- Considerations for electronic (E) labeling in cosmetics

3- Consumer communications

The 20th ICCR meeting will be held in Tokyo, Japan in July 2026.
