The Scientific Committee on Consumer Safety (SCCS) has issued its scientific opinion on cannabidiol (CBD) with CAS No. 13956-29-1 that used in cosmetic products with the functions of ANTIOXIDANT, ANTI-SEBUM, SKIN CONDITIONING and SKIN PROTECTING, as follows:
A- Based on all available data, the SCCS considers the use of CBD in concentrations up to 0.19% in dermal cosmetic products and oral cosmetic products – either alone or in combination – to be safe.
B- The SCCS considers the presence of delta-9-tetrahydrocannabinol (THC) impurities present as a contaminant in cannabidiol products to be safe in concentrations up to 0.00025% in dermal cosmetic products and oral cosmetic products – either alone or in combination.
The SCCS preliminary opinion was announced on 30 October 2025, SCCS/1685/25, and comments are open until 21 January 2026.
