Detergent Congress 2025: Regulatory

In line with European goals for sustainability, regulatory simplification and innovation, the Detergents Congress 2025 brought together key players in the detergents industry to examine major future changes, from regulatory issues to the emergence of biotech-based products and the increasing demand for labelling and biodegradability.

A review of regulations was one of the key parts of the Congress, with the following issues being discussed:

– AGEC (Anti-Waste for the Circular Economy) law: Quality and Environmental Characterisation (QCE) sheets become mandatory. Reuse targets are revised and new channels for EPR (Extended Producer Responsibility) are created, in particular for single-use sanitary textiles (TSSU) and professional packaging.

– Review of detergents regulations: expected by the end of 2025, with application during 2027-2028. Changes include new definitions, the integration of micro-organism-based detergents, the introduction of a product passport and stronger harmonisation of marketing requirements.

– CLP (Classification, Labelling and Packaging): This revision, adopted at the end of 2024, introduces new hazard classes (such as very persistent and very mobile substances), rules on digital or leaflet labelling and stricter rules on advertising and distance selling. Its implementation is planned between 2027 and 2028.

– PPWR (Packaging and Packaging Waste Regulation): Expected to be published in 2025 and introduces new requirements for the reduction, reuse, recycling, collection and treatment of packaging waste – putting further pressure on manufacturers.

– Green Claims Directive: This directive, still under tripartite negotiation, requires scientific evidence for any environmental claims on packaging. The regulation aims to limit greenwashing.

– Zero Deforestation Regulation: Set to come into effect in late 2025/early 2026, it will impose a rigorous monitoring and annual reporting system that impacts the supply chain of raw materials derived from agricultural raw materials.
